David Lechner 54439a4cbc convert notifications to static API 
This converts notifications from a reducer to a saga. This way, our
state doesn't get bogged down with a bunch of notifications.

This package is a bit more versatile. For example, it lets us include
the app's package too.

webpack-license-plugin had a bug that made it unusable anyway.

Jest used to define fail() but doesn't seem to do this anymore.
Replace it with throwing an error instead, which is basically the
same thing.

David Lechner 69e52be259 remove wasm file extension rename workaround 
This modifies the webpack config instead of renaming the .wasm file
to workaround default webpack behavior regarding import .wasm files.
